ARCHITECTURAL EXCELLANCE
Five Points Maximum Security Facility in Romulus, New York sits on
120 acres of land and will house 1, 500 maximum security inmates.
A unique feature of this facility is that 2, 650 square feet of above
ground tunnels to transport prisoners had to be constructed as well
as each of the 104 square foot correctional cells has an 8 foot x
8 foot recreational area on the outside wall.
The facility consists of five, three winged buildings featuring 50
precast modular cells per wing, for a total of 750- fully outfitted
maximum-security cells, 30 of which were designed specifically for
handicapped prisoners. The facility was designed as a full precast
concrete building envelop which significantly decreased construction
time, increased quality control and provided for a durable, low maintenance
facility. In addition to the cells the following precast was incorporated,

gallery T units. A brick exterior was used to give the facility an
aesthetically pleasing look.
TECHNICAL INNOVATION
An 8'6" ft x 13' ft precast cell slab was designed,
which became the floor of the cell, and attached to the 5 sided monolithically
cast cells before shipping to enclose the above ground tunnel construction.
A shower unit along with all other furniture and fixtures was installed
before shipping.
The cells also featured an 8-foot by 8-foot recreation
area on the outside wall.
COST EFFECTIVENESS
Time & Money was saved. Production of the 3,993 precast pieces
for Five Points began June 7, 1999 and was completed Nov. 4, 1999
taking approx. 109 days Over 3,993 pieces of precast were erected
in the new record setting time of 75 days. Erection started July 26,
1999 and the last piece was set on November 16, 1999. The facility
was completed 4 weeks ahead of schedule.

The 14'6" x 18' cells were delivered to the job site with bunks,
water closet, showers, desks and lighting fixtures. The cells came outfitted
with electrical and plumbing needs that simply had to be hooked up once
they were set into place. The exterior walls of each cell contained
4" of insulation to increase the energy efficiency. Surfaces of
the module walls and ceiling have a smooth steel form finish and were
painted with anti-graffiti expoxy paint to provide for a low maintenance
facility. An 8'x 8' exercise space framed with precast walls, slabs
and chain link fencing, is located outside each cell unit. Precast stairs
and wall panels complete the all precast wings.
